I got a focus core of devotion.. I'm trying to use it on an inscribable golden chalice but it won't work..

Focus Cores normally do go on Focus Items; do you have a screenshot?

Are you sure you have an inscribable Golden Chalice? They also drop in Factions, and those are uninscribable.
If it is inscribable, there always is the word Inscription: in the item description, even if the inscription is removed (in which case it says "Inscription: None").

"It won't work" is not a very good way of describing a problem. If I tell you my car "won't work", you don't have a clue as to whether it might have an engine problem, might be out of gas, might have four flat tires, or might be because I lost the key. It would be much more helpful if you tell us what steps you took to add the upgrade and what, if any, messages you got in response. Why make us ask for this information? Help us to help you.

I didn't mean to be harsh. But, it is worth learning to be as explicit and informative as possible when asking for help. You get correct answers much more quickly that way as opposed to making others take wild guesses as to what might be wrong and making them plead for the information needed to diagnose the problem. Why should anyone bother to make the effort if the questioner can't be bothered to make any effort on his own behalf?
And this lesson does apply to that scary "RL" place, too. People are much more enthusiastic about helping someone who makes even a *token* effort to gather relevant information before asking for help. I know I'm always happy to help those who try to help themselves, and I'm sure others feel the same way.

and if you allow me, can I ask what else he should post? he said he was trying to use it on an inscribable focus and it won't work, what else is there to be explained? Whether he dragged the pointer over to the focus core, double clicked it and then clicked again on the focus item? I don't get the point.

2) Information on how he tried to use it - was the focus equipped, in storage, on a hero, etc.
3) His location when doing this - city, guildhall, explorable, mission, arena?
My guess is that if it is an inscribable focus and he is using a correct inscription, it is on a hero and won't let him do so until he removes it from the hero. I know it won't let you dye hero items while they have them equipped, maybe it is the same for inscriptions? But he definitely needs to provide more info.

It's a blue golden chalice with energy +12, health +30 and an inscription slot. I'm trying to add a perfect focus core of devotion and a live for today inscription if I ever find one. I double-clicked the focus core but there's a red circle with a line through it, indicating it can't be done.. I just wanna know why it's not working, maybe there's something I don't know about focus upgrades? The item is for my own use, not a hero.

100% sure that it's a collector item.
If that's the case, it can't be customized outside of adding an inscription into the inscrip slot.

Ah, that does help. Thanks. Do you know where I could get one I can upgrade with both by chance? Rather, is it even possible to get the exact same chalice in gold and add the upgrades I want to add?

There are gold inscribable Golden Chalices (to which you can add upgrades), but like most gold items, it's a random drop from a mob or chest. You could try the buy/sell forums or Guru Auctions to see if any are for sale.

That is an item from a collector (Kilgore Rageheart in Vloxen Excavations, for five skelk fangs). Collector weapons can be a bit odd, as Gennadios said. Even though this one is inscribable, the Health +30 is an inherent mod rather than a core that can be changed. I think the collector weapons were set up this way on purpose, so that you can't just get a collector weapon and salvage a max mod from it. (The only ones with salvagable mods have non-max mods on them, such as the Ascalon Longbow of Fortitude from Pockmark Flats, which has a +25hp Fortitude grip.)
Aside from hoping for a good drop or buying one from another player, there are some other options for inscribable, upgradable focuses with an Energy Storage req, though none have the Golden Chalice skin. If you have the Bonus Mission Pack, you can get the focus of your choice (Undead, Tengu, Mursaat, Charr skins) by finishing the correct story. Otherwise, you can have one crafted in EotN (must be rank 4 in the crafter's rep) or in the Prophecies endgame area, but you must supply cash and the correct materials.
Edit: And Snograt did me one better by finding some craftable focuses that DO have the Golden Chalice skin.
