If what you have is a 16/8 tactics blue-texted "Tribal Shield" with an inscription slot, I'd guess 150k or more.
If it doesn't have an inscription slot, it's probably merch or a few plat.
If it's 15/8, then it's probably more like 20kish. I'm not sure if the rare skin will help the price much if it's not max armor. Folks spending money on the more expensive skins for PvP shields are probably holding out for max.
