Does the runes of recovery affect the global armour of just if u get hit on that peice of armour. so if the rune of recovery is on my feet does it only reduce if my feet get hit with the daze since gw works on each peice of armour gets hit different %?

Yes, like Earth said above... The percentage affects are global because then you would have no idea where you are getting hit. Plus Guild Wars would have to code another algorithm to determine where it hits which isn't worth their time.
