i recently tried to add someone that i know exists onto my friends list to see what they were up to. but i couldn't add any of their names. so my first thought is they were hacked and got totally sacked and lost everything.

but then i thought there is another possibility, especially knowing this person. if they got temp or perma banned, could i add their character to friends list still?

Well.. if perma banned their account is deleted afaik.. So the name should not exist anymore.

While temp banned U may not be able to add them.

As far as I'm aware, even perma banned accounts aren't deleted straight away. There are a few reports of perma banned players getting their accounts back (eg when they were mistaken for bots in a mass ban).

And no, as long as something hasn't changed in a year, you can't add someone who's banned to your friends list. I had a guildie who got banned and kicked from the Guild, I tried adding their name to my friends list so I could keep track of them, and was told the name was invalid. If its already there, it doesn't get removed though.

Try creating a char with the same name, you will know if he was deleted.

Permabanned accounts are never "deleted". They are simple 'closed' and blocked off from ever being logged onto again. I know this because I have a permanantly banned account and I tried every so often to recreate the characters on there for about 6-7 months straight to no luck.

Nothing is ever deleted when banned. Whether an account or a character, it is simply blocked from use.

like what alot of people have said here, you cant add them after they have become perma-banned(after a time).

Off topic but... I was under the impression (from the EULA) that when Anet perma'd one of your accounts they'd close them all, and if you got a new account, they would probably perma that too?

Assuming of course that they know the accounts are being used by the banned player...

No,the EULA just gives them the option to do so if they want.
There is no point in blocking all 5 of your accounts when its only 1 of them that got hacked and triggered the alarm,if you were duping with 1 of your accounts however then you shoulnd't be surprised if they lock them all.

If you are banned for hardcore violations of the EULA - selling/buying accounts, selling/buying gold, botting, etc - then they will close every account they can ascribe to your ownership.
