Due to technical issues with the Festival Hat distribution during the Wintersday finale, the event will return for one week with all the usual activities

That makes it seem there will be the normal quest and hopefully the wintersday chest so i can get my polar bear

There are some bugs for now it seems: i can get the quest save the reindeer (on a char that already did it) but upon mapping it vanishes from the quest log.

Seriously though, I'm not terribly surprised that there are bugs in the system! They're probably still working out the kinks from the update whoopsies. As long as I get to snowball it up later I'm happy.

Ahh, so this explains why my second account could not get 1 of the festival hats (tried 2 additional times, in low numbered districts, also fails). My main account got both, so I wasn't overly upset.

It's more than just "some". Check Gaile's support talk page on GWW. It looks like a decent number of people are having issues.
