Nice and obviously rare, but I consider that to be Unmatching/mixed mods - armor is for lightning damage and reduction is for physical (mods would be matching if armor was also for physical - slashing/piercing/blunt). Should be pretty hard to find a location where you'd be taking significant lightning damage, be hexed and also take physical damage to take full benefit of this shield, and if you aren't benefitting from both mods then a different mod combination would be better.
As for pricing, it should be on the bottom end of 2-mod req8 ornate shields, whatever range it is now I don't know.

I bought this shield maybe year ago for 50k and sold few months ago now for ~30e i think.

I think fair price is around ~100k

personally would not pay over 75k for it - really has very limited use, bad mix of mods
