Question regarding requirements on weapons

Hey, I've been wondering about this question for awhile.
For instance, I have a Requirement 13 Healing Wand, Modded 20/20
Let's say I have only 9 specced into Healing.

So what happens to the 20/20 mod?
Will I still be able to get the full benefits of 20/20?

You benefit fully from everything on the item except that one aspect that has the requirement associated with it. In the case of a wand the damage is the only factor you will not get the full effect of.

Weapons have the requirement linked to the base damage. Not meeting the attribute will affect the base damage you do.

Shields have the requirement linked to the base armor. Not meeting the attribute will lower the base armor rating of the shield to 8.

Focus items have the requirement linked to the base energy. Not meeting the attribute will lower the base energy of the focus item.

Other aspects of the items are not affected.
