It won't show up in your Hero panel when the +1 (20%) mod triggers.
If you tried making a PvP ele with a Fire Staff of Fire Magic and the skill 'Flare' you could go to Isle of the Nameless and test how the mod works.
At 12 Fire Magic Flare does 56 damage, but with the mastery staff wrapping, 1/5th of those Flares would deal 59 damage instead. The same will apply with VwK while using a Staff Wrapping of Restoration Magic or Mastery. Check how much life VwK steals each time you cast it and you'll see that it steals a little bit more 1/5th of the time.

be sure to drop item spell before you cast a spell again, otherwise you won't benefit from you weapon bonus.

when the 20% chance triggers it will show in the effect icon for the skill or anything that the skill effects. it doesn't show up in your skill bar window or anywhere else.
