does anyone know of a quest reward/collector item which gives an axe or sword which has a low req (something like 3-6, but decent dmg) and gives an unconditional energy bonus/or inscribable?

You won't be dealing very much damage with only 3-6 points in weapon mastery because of the way damage is calculated. For example, a req. 3 sword with 10-14 will only deal ~ 4-6 damage versus a 60 armor rating level 20 target if you have just 3 attribute points in the weapon's requirement. You get another point or two if you customize it.

One thing you should know - if you're looking for best dmg for a given req the best ones you'll be only able to get as a drop, not from collectors. For best req.4-5 ones try farming mobs around level 12, good ones won't be any rare, blues have just as good STATS to REQ rate as purples and golds.
