Hello Just Pulled this out of a chest

Armor + 16(Q9 strenght) Gold uninscriptable, and ofcourse Outcast skin
+10 armor (vs fire dmg)
+45hp (while enchanted)

I'm actually more impressed that it came out a chest than the shield itself, I could have sworn they only dropped from Outcast XD.

Friend sold a similar one (+30, +10 vs. earth) for 400e in Kamadan. Hope that gives you at least a ballpark range to work with.

And everything dropping from foes drops also from chetss madriel. chests Around outcast foes do drop outcast staffs and shield.
