Is there any weapon (it would have to be green I guess) which has the following attributes-

1-handed melee (axe/sword i guess)
enchant duration +20%
armor+ or hp+

these both are hilt/grip (suffix) type upgrades so you can't just make a weapon with them but i know some green weapons have different stats
if it's not possible, which prefix upgrade is least useless on an enchanting weapon which is to be used for illusionary weaponry?

Not aware of any, but I believe the only 'doubled' greens are caster stats (half recharge/casting). And example of what I'm talking about is Deeproots Sorrow, which has 2 inscriptions.

If there were such a weapon with Fortitude and Enchanting both, it would be from a quest reward.

The Henge of Denravi axe had an inherent +25 health. ANet changed the crafter, and I never saw it before they were gone. I think they removed the health bonus from those existing axes, but I'm unsure. (Source)

You could put on a condition prefix if your build uses one, but I can't think of any prefix that will matter for Illusionary Weaponry.

Aye, for the prefix I realised one of my skills is deadly riposte which deals damage and bleeding when it blocks, so i'm going to go for a bleeding prefix, better than nothing.

Shame about the weapon, guess i'll just go with +20enchat +5nergy(inscr) on a decent skin sword and that'll work ok too
