PC on 2 dual mod Celestial Scepters

Hi,

need a few PCs on this Scepters.

1. 11-22 ( req 9 Deathmagic)
Halves Skill Recharge of Spells ( 10%)
Halves casting time of Spells ( 10%)

2. 11-22 ( req 9 Bloodmagic)
Energy +5 ( while Health is above 50%)
Halves Casting Time of Bloodmagic - Spells (20%)

So, i hope anyone can help me. Both 100k+?
