Average FPS from a "high-end" system, suggestions?

A few months ago I went ahead and built my gaming rig, and it ended up like this:
Intel Core2 Quad @2.66
4096mb DDR2 800
ATI Radeon HD 5700 GPU (1024mb)
64-bit Windows 7 Ultimate

well, I guess that's mainly all the info that matters, but my main issue is that I feel I should be getting far more FPS than I am right now, which is ~60 FPS.

I've read about some nVidia 9800 systems getting 100+ FPS which bothers me, I'm just wondering what do you think my bottleneck could be?

I've overclocked it to ~3.4ghz, disabled Aero, and I can't seem to get above ~60 FPS. and I realize that 60fps is beautiful as it is on GW, but it's so much more about the principle for me

Any and all ideas or suggestions would be much appreciated!
all drivers are up to date afaik btw

forgot to mention that I am playing on a 21.5" 1920x1080 monitor, I've set the quality all the way down, even went to a 800x600 resolution with no increase in FPS

Turn off v-sync.

even set -maxfps 100 with no luck

Is V Sync set to "Let Application Decide" in the Catalyst Control Center? Also, what is the exact video card you have and what drivers are you using with it?

It's set to "Use Application Settings" and afaik I'm using the 8.660.0.0 set of drivers.

try running GW on just one core of the processor and what is the exact model of the video card you have?

Go to ati.com and download the latest drivers and catalyst package they have available for your particular video card. They have have released new drivers etc a few times since you got your card, so it could be the difference maker you are looking for.

went ahead and updated the drivers\Catalyst Package for my card series, released Feb 16 actually, and I'm still getting the same FPS...
was 74mb and I had to do it on dialup lol, what a bummer!

Tried running it on 1 core as well, no improvement, just some breaking up in the audio...

not really sure what to do, and it's bugging me because I get 100+ fps in like Crysis...

there's gotta be something I can tweak gahhhhhh

Not that familiar with win7 but if the power options are the same as XP you might want to check that, power saver settings will limit cpu speeds when it thinks it's ok to.

I know that you say you've turned off v-sync, but it sounds as though you're talking about the Catalyst Control Center - so my question is - did you turn off v-sync within GW? (Options>>Graphics)
It certainly sounds like Vsync is on, since you get ~60fps instead of some number like 73 or 52 or whatever.

But, anyway, there is really no benefit to running with Vsync turned off. 60Hz is the vertical refresh rate of the monitor and, in actual fact, even if the games fps is higher, the monitor still updates only 60 times per second. Plus 60 fps is more than enough for smooth motion. (Movies, for example, are only 24fps)

The good cpu and video card just allows you to have the graphics goodies at max while still maintaining 60fps.

Edit - let me also point out that running the game at higher than 60fps is not only pointless (from a smooth motion aspect), but can also make your graphics card needlessly work harder, causing more heat.

I have a similar spec to the op, (AMD Quad @ 3.2 and a HD5770 instead), and I fairly consistantly get 180+, often over 200 fps at 1920x1050 max settings.

Check all the places were V-sync could be set, both in the drivers and in game. It really does sound like V-sync is being set somewhere.

1) Check your temperatures. This can be done with a program called "Motherboard Monitor" or a program that can usually be found on Intel.com or at the website of your motherboard manufacturer. Once you have found the temperatures, post them here. You can also (if you have a good BIOS) check your temperatures in the BIOS.

2) Make sure you have the drivers for your processor. I have a dual core, so on the AMD website I downloaded the AMD Processor Driver and the Dual-Core Optimizer. Your downloads on the Intel site should be similar.

3) Make sure your power supply is giving enough power to the vital parts of your PC such as the processor and video card. Post the wattage of your PSU here. (example 650W)
