Does anyone know why Necrosis was changed to being a skill?

I run a Discord Mesmer that uses Lyssa' Aura for E-management and Necrosis for dmg, with this change, necrosis does not reapply Lyssa's Aura. Probably not fatal to the build, but still annoying. Also, they did not remove the casting time.

Any ideas?

Because of the Barbed Signet update. Also, the skill type skill doesn't always mean there is no casting time.

The change to Necrosis is kind of a mixed blessing: its recharge can't be shortened by staff/wand/focus mods, but it now penetrates anti-spell defenses. I haven't tested this yet, but would it be affected by Expertise?

Expertise only affects Touch Skills (plus Ranger skills, Attack skills and Rituals).
