question about q6 axe

I have an oldschool axe which has a requirement of 6, but it's slightly below max dmg (6-23, instead of 6-28). It has an inherent 15^enchant.

So I was just curious, is it just merchable because it's not max, or is it close enough to max with a really low req that it might be worth something?

merch fodder in my opinion. the inherent inscription isnt valued and its fairly off from max dmg by a a good 18% [1 - 23/28 = .18]

how exactly is it close to max? its 5 point of max -.-, doesnt worth anything imo
