So I found this sword today in Borlis Pass and I thought I'd get a PC on it:

Schimitar (Gold) - r9
Vampiric Hilt +3/-1
+15% and -1 health degeneration modifier
+30 fortitude Pommel

would salvage off the 30hp with a perfect kit - the sword could get 50k or so - have sold other crappy skins/14% single hand weapons with the -1hp for 40k+
