How exactly does that work? If you buy them you have access to them? Meaning you can use a tome to get them on your character? Is that how it works, could someone explain please.

Spot on. When you buy them you get access to the elite/skill, and can use an Elite/Non tome to get the skill on your character.

Also, your heros have immediate access to the elite/non skill aswell.

What about the EoTN skills? How would you get those since I mean they aren't really designated to specific class?

If you purchase a Skill Pack for a campaign you do not own, then the skills will be unusable by your characters.

The only skills in EotN that are not available in campaigns or campaign skill packs are the PvE-only ones. This type of skill is not included in skill packs.
