It's in the explorer league forum. I will also add that the mod package that had all three maps didnt work for me but the single map downloads worked great.

if you go on the official wiki and look under the cartography titles you can find the texmod download. It's the only download I would follow because it's been proven to be safe. The package with all 3 maps is on the same page. Word of warning, I would turn off your firewall before attempting to use texmod. Every time I try to use it with my firewall on, my computer will freeze up and crash, not even allowing me to add texmod as an exception.

It's your anti-vir prog that's doing the false positive not the firewall.

Is this verifiable? It seems that, given the nature of wikis, someone could just replace the download links with a different, potentially malicious file. I'm curious to know if there are special safeguards in place to prevent such actions.

You can always check the History log to see if the link has been altered.

Of course I can, and so can you. But think of all the people out there who might never realize to look for something like that.

If you are asking for other 'special' safeguards, then no. But couldn't you say the same for any place the file is hosted?

While it is possible to change the links, its usually caught fairly quickly. I keep a close eye on the mod pages, and always check new links, particularly if they are changed by someone other than the original poster.
