how do enchantments that give you a chance to block or increase your block stack.

if your wondering the skills they are Mirage Cloak and Conviction.
i don't think they add up to 100 but what will it add up to.

If it works like other % chance based skills in GW then it's multiplicative. So suppose you have a 50% block skill and a 75% block skill.

1-((1-.50)*(1-.75)) = .875 = 87.5%

In your example, Mirage Cloak (50%) and Conviction (50%)...

1-((1-.50)*(1-.50)) = .75 = 75%

There is probably an upper limit on the block cap. I don't think you could stack blocks to ever hit 100% even if it was mathematically possible.
Please check things before answering questions regarding game mechanics. It's ever so easy to do.

Multiple blocking effects are treated as a two-step process, therefore if you have one 50% chance to block skill and one 75% chance to block skill, the game treats it like this: 50% chance to block Blocked Not blocked If not blocked then 75% chance to block Blocked Not Blocked
The chance of enemies hitting you is 50%*25%=12.5%. Thus giving you a net total of a 87.5% to block.
Feel free to test this, but you'll need to be hit several hundred times to be able to draw up an accurate conclusion.
A mere one hundred times should get you a pretty good idea.
