Have you saved them in the right folder? That's the "Template" folder inside the folder where you installed GW.

you can always get help from the pvx community, just use the build pack page's talk page, somebody might have already explained it, or you can start a new topic asking your specific question
Darcy
If you have Vista or Windows7, they need to be installed in Documents\Guild Wars\Templates\Skills, not in the Programs\Guild Wars folder which is where Windows XP stores them.
Quaker
And, an even more basic question - did you un-zip them?
Miss Sarah Lauren
@ Quaker: Yes I did unzip
@ Darcy: I saved them in the skills folder that already contained my other builds
@ Swahnee: If I didnt store them in the folder that Darcy mentions then no, I did not

The builds are nested in a manner that the Templates folder doesn't recognize. Take all of the individual ".txt" files out of the nested folder and copy/move them to the Templates--->Skills folder
Giro
@ Sookie: The skills templates do recognize folders. You can't make them in GW, but if you make them in Windows, you can open them in GW.
When I added the build packs, some of the templates had blank spaces where certain characters were supposed to be, so I had to edit those, but most of them worked. What do you mean when you say it doesn't recognize them? Do they show up at all?

It is allowed to make subdirectories inside the ...\Templates\Skills\ folder. This way you can better organize your builds, for example by profession, by team builds, by farming builds, etc.
It is also possible to create such subdirectories from within the game client. Just don't save a build as "Elementalist Fire 2" but as "Elementalist\Fire 2" for example. This will create a "...\Templates\Skills\Elementalist" folder with a file "...\Templates\Skills\Elementalist\Fire 2.txt" that contains the build. It is not possible to delete such subdirectories from within the game client, however. But you can always use Windows Explorer for this.
