Interesting you should ask!
I used to think that the core-skin offhands from Prophecies and Factions collectors (like metal-skin "Inscribed Chakrams")
might dye while loot versions
would never dye.
Recently, I've found there are at least some cases where inscribable loot versions
will dye!
It's been driving me nuts, so I'm keeping track of all sorts of stuff like this on a new wiki project page

Now, as to your specific question
- I have a collector 20/20 Inscribed Chakram that will dye. I've had it for years, but I'm almost positive I got it from one of the collectors in the Crystal Desert because I always got my 20/20 collector offhands out there.
- I got a collector Flame Artifact from EotN with +30 and an inscription slot a year or so ago. That one dyed, so maybe EotN collectors are a good place to try, too.
- You most certainly can get inscribable, loot versions that
will dye! I have some in my own collection, and I have sold a spare to another player through one of my sale threads here. The trick is shopping for them! There are tons of sale threads with them for sale, but you have to sit around PMing each seller asking them to dye test stuff for you.
Now, one more factor for you
- If you get a dyeable one,
how it dyes might not match what's on wiki's dye chart. On wiki, yellow dye seems to make it greenish. When I dye tested one of my loot versions, yellow dye made it look the default, undyed color. (Yellow dye on the collector version makes it greenish.) I haven't gotten around to making dye-chart-comparison pictures for these yet, but if you look at the Holy Rod section on that project page I linked above, you can see another case where there are two different ways dye might affect an otherwise identical weapon skin.
