Max, gold, insc. r9 Eternal bows can still fetch 50k+ I think. I wouldn't call r13 merch food, though it might be hard to get more than ~5-10k for it. It's still a very popular skin with folks who want a recurve bow. I doubt it would be too much work to find a buyer for a low price.
That tattered girls cape is probably still worth keeping. They don't drop anymore. It's very hard to say what the "fair market value" is - one of those things that might sit for weeks with no interest or might start a bid war between two or more collectors.
