Yep, that's fairly rare. Divine Staffs first dropped in Factions, and nice inherent 20HCT monk ones were very expensive. When NF came out, they started appearing insc. with either DF or Healing requirements. That brought the price down some, but a max, gold, r10 DF Divine Staff with inherent 20HCT Healing is still pretty rare.
I suspect that staff is easily High End, 100k+ Maybe someone can give you a good b/o target, but you might simply have to take offers for a while and see what happens ... if you plan to sell it.
