Why not? The bonuses we get in GW2 from the HoM won't have an effect on game play. The bonuses we get are titles, companions, weapons, attire, and miniatures. So why not have a costume alcove? At the very least, let your purchase from GW1 costumes carry over into GW2, so you won't have to buy it twice, assuming we will get costume-like things in GW2, or give access to a special costume design.
From Anet's point of view, it should be an easy thing to implement and I believe it would increase revenue from the costume promotion. It's purely cosmetic and either way, in GW1 or in GW2 (provided there are costumes in GW2), you have to spend money to get them.

The HoM is intended to show in game accomplishments...not who got out of college and started making money before me

What a fantastic idea, that's like introducing a new gold sink to the game except it's a real $$ sink! Everyone who wants a full HoM should pay at least $20 extra for that!
And it doesn't have to stop there! They can create a whole new monument dedicated to spending real $$ on useless crap. New great epic achievements like surviving 10 Extreme Makeovers, buying all unlocks (only counts if you purchase them in online store, not if you get all unlocks by playing the game), maxing out your character slots and xunlai storage, and more!
Anet, ahem, NCSoft surely needs more funds so this gotta be a great idea!

If they put costumes in, it should be added in with the elite armor sets and not something separate. This would allow people to spend money if they wanted to, but not hurt the people who didn't want to spend the money.
