I figured out the armor upgrade and bought Tyrian armor in Ascalon, but I'm at level 11 and still using the Starter Truncheon. Is there a better wand I can quest or buy ? What do you recommend for a Necro weapon... and where can you find it pls ? I have seen several weapons drop, but none I thought worth keeping. (Guild Wars Prophecies)

If you are still in ascalon, your best bet would be to buy something from players. I usually find (though it's a personal preference) that a staff is best on a low lvl caster char, as a max one has an inherent +10e and HSR20% even if you don't meet the req yet (so any max staff will do) and specially if you can't afford to buy mods yet (they are mostly between 500g and 3k). Your guild/alliance, if you have one, if big enough, can probably help you getting a decent staff.

If you are still in Ascalon, then there are two collectors with weapons you can use.
Sabra Blackstone, right outside Sardelac Sanitarium, has an offhand to go with your Truncheon in exchange for 3 Scorched Lodestones.
Penelope Hood, standing next to Ranger Nente, has a staff in exchange for 3 Scorched Seeds.

Symon the Scribe in Ascalon City will give you a quest with a good offhand reward. http://wiki.guildwars.com/wiki/Counting_the_Fallen
He will give you another quest later called Cities of Ascalon. DO NOT merch the cesta you get as a reward. It sells to other players who want to do a special build for around 6k gold.

It is really not necessary to buy a perfect but expensive golden staff or other weapon if you are still around the Ascalon area. You can always pick up all loot, identify everything blue, purple or gold and see what you get.

Look for item drops that increase your life and energy. 2-handed Staffs with up to +10 energy (but without inherent reduced energy regeneration of -1) or focus items with up to +12 energy and a corresponding 1-handed wand. The other upgrades doesn't matter that much this early in the game.

Upgrades that increase your health or armor are always useful. Upgrades that decrease something are usually bad (if it decreases energy or health - avoid this) or are not very useful (like decreased condition length). The only exception is the Grim Cesta you get from the "Cities of Ascalon" quest - it gives -50 health and is vital for some farming builds. Keep it, but don't use it regularly until you find out more about farming.

Better save your money for the armor with maximum armor value, first available in Boreal Station if you have the EOTN expansion, after you reach Lion's Arch. You need 5k for this and some materials.
