I basically quit playing so I'm gonna release some of my more unique builds that work

[Charm Animal] [Scavenger Strike] [Barbed Spear] [Heal as One] ["They're on Fire"] [Anthem of Weariness] [Burning Refrain] [Signet of Return]
P/R
Beast Mastery 12
Leadership 10+1+1
Command 8+1
Spear Master 2+1

Full survivors
With a +5 energy spear and a command shield

Cast burning refrain on your DIRE pet yourself and any melee teammate or all teammates if they attack
The point is to spam They're on Fire to reduce damage along with weakness
You can replace Signet of Return with Res Sig
Most everything else has to be static

I'll post more if I get a good response

-Edit-
In case picture doesnt show

In what universe is this better than R/P

In the universe of burning and weakness with They're on Fire
The point isn't just condition spam, its party protection

HaO is for Pet res as your pet is your main source of burning due to its 420 health with dire
Scavenger Strike is an energy engine to spam "They're on Fire" which hardly sees any play at all in RA due to energy intensiveness despite its good effect

R/P's run condition spam builds with HaO for more dmg and shield yes but the focus on this build was never the conditions but the protection from "They're on Fire" from leadership which R's dont get You're missing the point. Killing enemies in RA is support. The more quickly you kill, the less damage the other team does.

You'll get more protection by forcing enemies to kite/defend/die than you ever could with "ToF!", especially in RA.

Then there would never be any point in weakness, blindbots, communing rits, half of both necro and mes builds
and everyone would be running smite monks and Ray of Judgment

Unique builds that "work" != optimal. It's for lulz when bored.

I'll answer you by repeating yourself.

Utility, like blind, weakness, weapon spells, etc., cause enemies to kite or defend. They're losing damage when you use skills like that. Your build really does neither. You could be doing damage and weakness and pressure, but instead you're just spread out and wasting time.

Did you completely miss Anthem of Weariness? Burning from Burning Refrain isn't pressure?
I think you actually have to try the build before you start criticizing

Then by all means do it
I never said this was the end of all paragon builds its just a different way to look at an already scarce profession which was built for support
Sure you can add more damage easily to this build
Replace Barbed Spear with Feral Lunge or Merciless Spear for Deep Wound
I just said it worked, I never said it was the best thing ever

That hard res is rupt-fodder. You need a formidable blocking stance, and pray to Dwayna that the opposition doesn't have Magebane Ranger.

Also, no IAS = baed for any physical attacker [period].

That doesn't mean it has to be terrible.

They are on fire looks cool. I used to play a brutal strike build, was pretty nice too. Para with pets are fun to play.

edit: find my pet build

[build prof=P/R comma=4 lea=9 spe=10 bea=11][merciless spear][brutal strike][strike as one][go for the eyes][aggressive refrain][comfort animal][charm animal][resurrection signet][/build]

Here is my latest RA paragon, which I think is quite nice:

P/R

Spear Mastery 12+1+1
Command 9+1
Leadership 9+1
Wilderness Survival 3

Apply Poison
Burning Spear (optional 1)
Spear of Redemption
Stunning Strike [E]
Anthem of Weariness
Aggressive Refrain
Never Surrender! (optional 2)
Resurrection Signet

Optional 1:

Barbed Spear - better daze cover and more degen around at expense the spike power.

Optional 2:

Wild Throw - stance removal for ultimate bad news for dazed monks.

Merciless Spear - more spiking with deep wound.

Basically with this build you get a very powerful covered daze and quite a bit of damage as well, coupled with personal anti-blind and additional mitigation with weakness.

I prefer Never Surrender, because I think that it matters more in tougher fights, especially those where you are facing a heavy hex team with less direct offense. It is a nice 80 HP heal on every person affected, every now and then. Wild Throw is really on-par there as well, since it really ultimately shits all over monks: covered daze + stance removal - helpless monk.

Spear of Redemption costs only 3 adrenalin and is just as spammable, as Spear of Lightning (even more so, actually). Damage modifier is the same and you basically trade elemental damage and armor pen for a chance to remove condition, most notable - blind, which easily meets the removal requirement. Just make sure to pre-charge it before you get blind spammed (which is easy with it's 3 ad. cost) and then if you are removing blind as soon as it lands you will pretty much have it up again even against blinds on short CD like surge.

I like Burning Spear more than Barbed, since Burning Spear packs quite a punch and allows you to spike nicely.
