Some Weaponsmiths in Factions and Nightfall craft ritualist wands. In Vasburg Armory, for example, you can craft 20/20 wands. In the Command Post you can craft inscribable wands. Otherwise, you can always farm the green wand with the stats you like.

I see a 20/20 wand for Communing, Spawning Power, and Channeling. Restoration is missing, but not the other 3, and the OP didn't specify an attribute, just a class.
I'd look into the wiki listings, as we don't know what stats you are wanting in your wand(s). 20/20 is definitely a good option, but you may need or want one with +5 energy, +15/-1, etc. And that ignores the skin, so if that matters it may become an issue of getting a good drop or buying it from a player.

To the OP - if you are trying to get a 40/40 wand/focus set, it's not needed. While many of the builds specifically mention a 40/40 set, it is not always the best weapon. While your levels are low, you are better off with staffs that add energy and health or energy and armor bonus.
