So i'm running out of space and need to start shifting my junk for some room and i have these from last halloween.

Is it better to open or sell? Would it be cheaper title points to open? Why do people buy the TOT bags anyway if it isn't?

It's hard to tell you what decision is best for you, but in terms of value you could ask in the PC section about the going rate on ToT bags and their individual results right now. You could then estimate the price of opening them and selling the rewards separately by looking at the percentages on wiki's drop rate tables (http://wiki.guildwars.com/wiki/Trick_or_Treat_Bag) Take the sum of each individual reward's market value times its percentage - there's the average value of an opened ToT.

Realize that if your sole intention is to sell them off (not keep any of the specific rewards for your own use,) then it *may* be easier to sell the individual rewards to buyers looking for "just booze," or "just spammable party points," etc. But you'll need to find buyer(s) willing to take each type of reward. Some of the rewards might be easy to sell; others might be harder to sell.

I don't know for sure, but I suspect the unopened ToTs tend to sell for slightly less than the sum of their rewards. Either folks are buying them to turn a profit selling the rewards, or they're buying them to use some of the rewards themselves on the cheap and sell off the others for titles/effects they don't need. If the market rate for unopened ToTs was the same or higher than the individual rewards, neither of those situations where people buy them would really make much sense, right?

If your primary objective is to get some inventory room back ASAP, I'd say sell the ToTs unopened even if you're making slightly less money. Opening one stack of ToTs is going to require eight inventory slots to hold the individual rewards.

Cheers & GL!

EDIT - @BogusDude's reply below ... I think you've got some misinformation there. Birthday Cupcakes have never come from Trick or Treat bags. Opening a ToT provides one of eight possible items. None of the items are worthless. They all title points at a minimum, and some give popular "power-up" boosts in PvE battles.

as i understand it the only reason ToT bags sell so well is because its currently the only source for obtaining birthday cupcakes, which are probably the only valuable item you get from them. I would sell them as they are, and now before they start dropping again in a couple of weeks where we'll all be at it like crazy to stock up for the year. For sure, your not gonna be seeing a price increase for them anytime soon.

- This is not true, ToT bags do not give cupcakes.

As for advice-despite the fact i always say to open them- You must consider wether or not you want to eventually work towards the sweet/party/alcohol title. If not, check the prices on them here, and then you can see if you want to sell them.

From my observations somehow DURING the event or shortly after the presents - ToT bags sell for more than average EV frop opening one. It was the same with Wintersday Gifts. But a couple months after the event it changes and people don't want to pay much for the unopened presents, and both ToT bags and Wintersday Gifts sell for LESS than EV from opening them.
