How I get peacekeepers to appear...

First a character must finish either Prophecies or EotN. After that, the Peacekeeper groups are always present in Nebo Terrace and Watchtower Coast. However, the patrol outside ToA and the patrols that hassle the farmers are random spawns, so you can't make those happen except by repeated zoning.

If you're after AotL, then you would have to nearly beat the campaign anyway, since the only other place to get it is the final mission of Prophecies. And you might have to repeat that mission more than once until the right boss spawns. At least you can skip most of the missions in Prophecies, and you know that the Peacekeeper boss will always spawn, so you have a huge advantage over everyone who ever had to cap that skill before the Peacekeepers came along.

Yeah I just played JQ for Balt Faction, unlocked it at the Rewards NPC and then bought the Elite Tome for 8K and called it a day.

Yes but the boss in nebo only spawns after you complete prophecies/eotn. So completing prophecies to spawn the boss in nebo terrace would be longer than capping it on the way to completing prophecies.

If your focus is just on getting AotL, then yes, you have to complete (or almost complete) an entire campaign to get access to a boss who has it. In the meantime, though, you could concern yourself with killing stuff in the areas you can get to to let yourself get better at playing, which will eventually mean elite skills aren't a necessity any longer but are instead something nice to have on the bar.

A) Complete the final mission of Prophecies and allow the boss in Nebo Terrace to spawn
OR
B) Capture it during the final mission of Prophecies, in which case if the boss failed to spawn during the mission you might as well complete it and, since it is the final mission of Prophecies, will spawn the boss at Nebo Terrace, which takes you back to A).
The only other option is C) Complete Eye of the North—which, at present, might actually take longer than just completing Prophecies, and which he wasn't talking about because the core issue was Prophecies.

I accept that I need to complete the campaign to acess the boss, but he was saying that I had to get to the final mission, for some seperate boss, and that there was no other way. Which is wrong.

Well you do have to get to the final mission...
if you want to cap it early, you have to go to the final mission to cap it from the boss there.
if you want to cap it in nebo terrace, you have to go to the final mission to beat it to spawn the boss in nebo terrace.
Either way, you have to go to the final mission. Capping it in nebo terrace is slower.

I specifically mentioned that the boss in the final mission was ANOTHER way to cap that skill, and that it was the only OTHER way, so you must go through the final mission to have any access to the skill. I said that the HP boss USED to be the only way until the Peacekeepers came along. I specifically mentioned the Peacekeepers, so obviously I knew the skill can now be obtained from the necro Peacekeeper boss and was not saying that the HP boss is the only way.
I was trying to point out that you will have an easier time getting that skill than those of us who captured it before last week. I was giving you a gentle hint that your whining about having to complete the campaign is not worth our sympathy. Some of us had to enter Hell's Precipice half a dozen times to get the right boss to spawn, and that boss does not spawn close to the start of the mission. You will only have to go through it once. Don't expect me to shed any tears for you.
