im wondering what quests to do (as in what order) or what to do first
i have gotten M.O.X and now it seems i cant get any quests done as i am maybe not lvled high enough yet

Have you gotten this primary quest in Seitung Harbor?
Edit: I just realized that "A Master's Burden" is the quest that gets you to Kaineng Center. Quaker is right. Go get Mayhem in the Market in the Docks outside The Marketplace if you want to advance the main story.

That depends somewhat on your own playstyle. If you want to do everything there is to do, take every quest you can find. If you are mainly interested in proceeding through the campaign, do only the Primary Quests and Missions.
From K.C. you'll want to do "Mayhem in the Market" (or Welcome to Cantha if it's not a Factions character). That will take you to Vizunah Square, the next mission.

Honestly, you don't want to be doing ANYTHING in Kaineng City at level 11, except visiting an armorer to get maximum-level armor for your class. This is a level-20 area, and the foes out there will eat you alive. I guarantee any Jade Brotherhood Knight will cut you down in one blow without even pausing, and the Afflicted will tear you up even faster. Am Fah traps will be extremely deadly to you at your level, rather than the acute annoyances they are to level 20 characters.
If you are a Factions character, go back to Shing Jea and do more side quests, and make sure you do the two attribute-point quests, to get leveled up. If you are a non-Factions character, go back to your native campaign and proceed in that until you are much closer to level 20, preferably with all your attribute points.
GW is a lot more fun if you don't try to play too far beyond your level. Otherwise, be prepared to die a lot and suffer much frustration just trying to move around the explorable, much less complete any quests.

You can get 7 level 20 henchmen and a few very easy high-xp rewarding quests in Kaineng Center:
- The Emperor in Peril: 2000 xp, just a short walk without fighting anything.
- The Plot Thickens: 2000 xp, follow-up to the above, also short walk without fighting.
- The Drunken Master: 2000 xp, just a short walk with 1 very easy foe to beat.
- The Search for a Cure: 3000 xp, just kill 3 Jade just outside Marketplace, very easy.
- The Afflicted Guard: 3000 xp, easily doable with 7 lvl20 henchies.
- Feed the Hungry: 3000 xp, slightly more difficult, but also easily doable with 7 lvl20 henchmen.
This adds up to an easy 15,000 xp (plus xp from kills).
Of course, you should do the easy quests on Shing Jea Island as well, especially the attribute quests.
Also, I would advise you buy max armor in Kaineng Center.

One more reason to reach lvl 20 before proceeding with storyline is in Vizunah, the first Kaineng coop, you have to work with another human team. So if you get there with no chances to win you're also causing the other party to lose.
Anyway secondaries should be enough to get you through those levels. As the others already said start with the easier ones and get some max armour+weapons (and maybe some skill if you're still with only a few basic ones).

Definitely do this one, as it will eliminate a lot of the hostile Am Fah pop-ups around Kaineng, making travel and questing through those areas much less of a hassle. Don't complete the follow-up quests, "Seek Out Brother Tosai," etc, in order to keep things that way.

M.O.X. might not be as much help as the available henchmen. He has few skills and you most likely don't have the gold to buy him insignia and runes. Of more assistance at level 11 would be your Fire Imp. If you haven't done it yet, type /bonus in local chat to get the Summoning Stone.
