i currently own guild wars and factions my friend recently bought guild wars and it kinda got me back in the mode to play it again but when i log in to my account it wants me to buy guild wars all over again.

I'd say contact Support and explain your problem. It would be helpful if you still have the key-codes you used to register you account.

The new security question requires you to put in the name of a character that's currently on your account - this was implemented to try and help combat account theft.
If you can't remember a character's name and are having problems logging in, you'll need to lodge a support ticket with GW support regarding this.
