PC Vampiric Shortbow of Marksmanship r9

I found this recently and I was wondering if it had any value? Heres the details
I've not seen an item with two -1 health before and was wondering if its worth anything? If it isnt would it be worth it to salvage the vampiric mod and put it on an r9 storm bow for selling?

the bow is not max and they still drop ingame -1 15%
so think its not worth anything
mabey 5K for a collector
