With an imperfect +1 healing mod (19%), a very specific second mod, and a strength req, imo this shield could fetch 5-10k. You might want to wait for other opinions though.

Non-inscribable shields can drop with two mods which are only available as inscriptions on inscribable shields. This item cannot be recreated with inscribable shields (including PvP equipment) because the +1 attribute and +10 vs earth mods are both inscriptions (and you can only have +1 to item's attribute on inscribable shields). Since this shield is not inscribable, you cannot swap out any mods or add any mods to it.
