If I remember correctly, monsters in Hard Mode move faster than monsters in Normal Mode. If this is the case, would Churning Earth cause knockdown to those foes in Hard Mode?
Churning Earth - Spell. Deals 10...34...40 earth damage each second (5 seconds). Hits foes near target's initial location. Causes knock-down to foes moving faster than normal.

On regular foes in Hard Mode I'd say it doesn't work as they move at the "normal" speed. But I guess you mean the ones that runs faster then other foes in the special mode you are playing in.

i took this out for a test run and concluded the following:
"normal speed" actually means the speed you as character move with normally.
this being said everything that moves faster than you will be KD.
Hard Mode creatures move 33-50% faster than normal (wiki)
so they will be KD.
even when slowed for lets say 25% they still move 8-25% faster than you and will still be KDed.
note this is based on my PvE findings.
