Seeing there is still confusion about the start time. I used this site to setup the start times: http://www.worldtimezone.com/
So, the idea is to start at 1pm on the West-coast USA, which according to this map is -8 GMT, BUT is currently in DST so -7 GMT (tnx Joiry).
I will list the start times from there, These are all START times across the world, some are affected by Daylight Saving times.
West-coast USA (LA-Seattle) – 1pm … (-7 GMT due to DST)
West Central USA (Denver) – 2pm … (-6 GMT due to DST)
East Central USA (Houston) – 3pm … (-5 GMT due to DST)
East-Coast USA (New York) – 4pm … (-4 GMT due to DST) … (= 3pm Northern West Coast South America’s, -5GMT)
East-Coast Canada (Halifax) – 5pm … (-3 GMT due to DST) … (= 4pm central South America’s, -4 GMT)
Greenland – 6pm … (-2 GMT due to DST) ... (= 5pm East coast South America’s, -3 GMT)
GMT = 8pm or 20:00h (Do note GMT is not affected by daylight savings)
EU- London/Portugal – 9pm … (currently +1 GMT due to DST)
Central EU – Paris/Amsterdam – 10pm … (+2 GMT due to DST)
Eastern Europe (Balkan) – 11pm … (+3 GMT due to DST)
Western Russia (Moscow) – 12 pm … (+4 GMT due to DST)
India – 1:30 am (+5,5 GMT not in DST)
China/(Singapore)/West Australia (Perth) – 4am (+8 GMT not in DST)

Central Australia (Adelaide) – 5:30am (+9,5 GMT not in DST)

from 10 to 04:00, that is indeed partly into the night ... but seeing there are 24h in a day, planning 6hours anywhere will lead to some people having a very odd time, and organising a 24h party, which on itself sounds interesting, needs a whole lotta people to get organised, just be there for the first one or two hours, or get in a lil early and 'warm up' the district
