How do you obtain costumes?

you have to purchase them from the store (ingame store is where I got mine). then you can go to the 'costume maker' and have them 'made' for you (like the hat maker). You can wear them in pve but I dont think so for pvp. The are purely cosmetic-just like hats that you couldnt upgrade.
They have only been around since christmas or so (dwayna and grenth came out then).
