The wiki page for AoTL says if I complete EoTN or prophecies I can get AoTL, but it doesn't say if that means Cerris in nebo terrace will spawn, or I will be able to get the skill off her only after completeing EoTN, can someone clarify?

Cerris will only spawn in Nebo Terrace if you have completed either Prophecies or Eye of the North and can participate in the War in Kryta content. Otherwise, you need to cap the skill in Hell's Precipice from Maligo Libens.

That and she shares spawns with 2 other bosses,so she won't always appear.
