Might be intentional but... then again, why aren't these gold items instead?
Like Dhuum's Soul Reaper or the old IDS, both are moddable, gold rarity but act like green items (they drop with fixed basic stats), so why are the WiK uniques different?

It's obviously a bug overlooked by Anet. Do not buy these modded weapons for extravagant prices, as it will surely be fixed, and then you'll have bought the basic green for way too much money. I hope they fix it SOON.

This is definitely a bug. Replacing a mod would be a possible feature, but adding a second mod is definitely a bug. Would be nice to be able to replace a Sundering with Vampiric, or something similar, but to have 2 Fortitude mods on one items is not balanced. I expect that they will treat this exactly like they did with the HoM sword and revert all the greens to their standard drop stats. All mods used on them will be trashed.
Still wish they would allow some of those skins to be used with different mods.

Adding the extra mod, i am not sure how that even managed, I tried using a +30 on the hammer and it only kept 1, so THAT axe is bugged.
