This is an open question and suggestion to Anet as only they can answer this. So far we players could only guess and speculate about it.
Question to Anet:
How are you planning for players to link their GW1 with GW2 accounts?
This is a very important question as many people are afraid you have to use your GW1 Access Keys, which many people now have lost.
Suggestion:
I suggest you do NOT require GW1 Access Keys, instead people will simply enter their GW2 Access Key into GW1 just as they added regular campaigns/expansions/purchases. People are used to this system so it should cause minimal confusion to most players.
Communication:
Since this question have appeared more than once on fan forums, I suggest that as soon as possible communicate to the players confirming on what method you plan to use so people can prepare in good time. If it's simply done as the suggestion above, tell them. It will put people at ease not having to worry about all their efforts put into Hall of Monuments to be for nothing.

As for players and non-Anet staff answering this, feel free to guess, speculate or make suggestions, but only when we get an official reponse from Anet can this question be answered.
I see no reason for Anet to keep this a secret. They don't have to tell any details about HoM or GW2 at all, simply just how they plan on people to be able to link their accounts so players can stop worry about lost GW1 access keys. This would be in the best interest for both Anet and their players.

Need answer on how. We have to put gw 1 account info somewhere and they need to tell you where, what info and if there are any requirements (like linking to an ncsoft account in which case i would /rage).
They won't spoil the game if they just tell us technical details on linking.

More than likely, you will connect your Guild Wars 1 account to your Guild Wars 2 account by having them on the same NCsoft Master Account. This will require the input of your 25 digit game key that will come with your copy of GW2 and will prevent other people from being able to steal your GW1 account and link it to their GW2 just because they know your IGN or login E-mail or something like that.

Darn, only a single account D;? i was hoping i could link my alt accounts (maybe you would need all login details?) but at least this way stops possible HoM stealing.

Linking single accounts only also 'encourage' players to buy more accounts, it's brilliant
If you have 5 accounts you want linked you need to buy an account for each one, giving Anet a huge boost in revenue.
Personally I have no problem buying 4-5 accounts, it's still very cheap entertainment that will last for years and way cheaper than any monthly-pay online games.

In a recent interview, ANet was asked to reveal more about the Hall of Monuments and outright dodged the question by feeding us the same information that we had been given by Regina that you've quoted. Because of that, I'm not inclined to believe that they're ready to say more on this subject. It also looks like she's pretty much answered your question as well, aside from some specifics.
