It made me move 100% faster, cast 100% faster, Recharge skill 100% I think....

What is the skill?!?!!

That icon denotes a Monster Skill. They all use the same icon although they might do different things. For details of a foe's monster skill you will need to visit his/her wiki page.

It was flashing away when I saw it so I just took a screen shot really fast. Thank you though to those who posted what the skill was.
