It's a monomod shield, so it's merch fodder.
The skin may add a lot of value to an item, but if the item does not have all mods, it does not matter. A shield can have 2 mods, either inherent or applicable. Oldschool shields, like yours, the ones that cannot hold an inscription, can't be modded and will remain with their inherent mods: they are like you get them after they are identified, and cannot be changed. You were unlucky enough to get a shield with a single inherent mod (monomod). The inscribable shields can hold both an inscription and a shield handle, so if your shield would have been one of those, then you could have simply added a shield handle and make it worth a bit. An inscribable item has in its description the text "Inscription:[inscription name here]" or "Inscription:none".
Like it is now, with only one inherent mod and no possibility of adding another, nobody will buy it. Sorry.
