Is it possible for another Toon on the same account to have the incubator in their inventory and do Final Assault and hatch the hick or must I use the Toon that made the incubator to do Final Assault in order for the chick to hatch?

When you make an incubator kit, it's customised to the toon that made it. So, yeah, you must use the toon that made the incubator kit.
