How i read it, it only works for Spells, NO other Skill types.
Is that correct?

So, ALL of them only work for Spells, no other Skill types?!

yes, and these modifications can only be applied to caster wands.

Correction - they can be applied only to inscribable wands. If the wand doesn't have an inscription slot, you can't put a wand wrapping on it.

You can put staff wrappings on either inscribable or inherent/oldschool staffs, though.
