PS: whats up with canthan shields? why do they come with either an inscription, or a handle, but never both? and why can i drop a handle onto prophecies shields, but not canthan? this just doesn't make sense.

You sir are mistaken. Canthan shields just like Prophecies ones don't come with any inscriptions or handles at all.
Instead they have 1 or 2 randomly selected inherent mods taken from 5 separate mod groups: +Health mods, +Armor (vs) mods, -dmg reduction mods, -condition mods, +1 attribute mods.
PC - I think I'd merch them all because of low storage space - single mod shields are rarely worth keeping, except for low req echovald +30hp or something like that. Although 1st and 2nd one may get a few plat from the right buyer so may be worth auctioning starting from 1k.
Oh, and if you can upgrade Prophecies shields with a handle then you must have found some awwwsum bug! Must. See. Screenshots!

Agree with Yawgmoth. I'd merch all of these personally, although the +1 attribute shields could go for maybe ~10k each. And like Yawgmoth said, Canthan shields come with 2 mods all the time (see attached image). It just seems like you've gotten some unlucky drops
If you have an inscribable shield with a skin that drops in Prophecies (ex. Crude Shield), then it dropped in Eye of the North or from the Zaishen/UW/FoW Chest.
