Hero's use of spirit siphon

How well do heroes use spirit siphon? I'v decided to use a support/heal rit hero in my para's hero setup (similar to racway but with the rit instead of the orders derv), and I can't decide whether or not to use SoS + spirit siphon for e-management or OoS. I'm trying to make my decision based solely on e-management, regardless of the offensive potential of SoS or the defensive potential of extra bodies (which isn't much since im not using any spawning power. So my question is, in terms of energy management, which option would heroes use better? OoS or Spirit Siphon with the 4 spirits (Recuperation is also in the build, regardless of which elite is chosen).

Set the rit hero to channel + spawning magic only. Channel preferably at 15 with spirit siphon. Do get splinter weapon to buff you and your other para heroes. Bring SoS as elite as usual.
Then put the remaining in spawning. Get another e-management from spawning line: Boon of creation OR Energetic was Lee Sa, but not both (BoC preferred if you fill bar with spirits, or ELS if you only use a few spirit skills).
Fill the rest of the bar with additional channel spirits as desired. The rit should never run out of energy.

this hero isn't running a pure channeling nor a spirit spamming build. I have him primarily for restoration purposes though I am speccing into channeling for splinter and Warmongers. I already know this hero is going to be a resto/channeling support hybrid. Im just asking how well a hero uses spirit siphon compared to OoS.

Heroes will use [[Spirit Siphon] regardless of how much energy the nearest spirit has.

If you're running a resto/channel supporter, go with Offering of Spirit or Offering of Blood maybe.

If you are going full Channelling then I would go spirit siphon, SoS AND renewing surge. This should provide you with more than enough umph to power splinter spam. I would suggest, however, that you avoid Spawning - its still not really worth it - I'd put 14 in Chan and then 13 in resto - then use Protective Was Kaolai and Mend Body and Soul.

Since spirits are so strong, I recommend Signet of Spirits regardless. That's three spirits for no energy and so Spirit Siphon is nice.
Heroes are stupid though. They don't use Siphon enough and they don't reposition themselves so they gain the energy of a different spirit after using it once.
That said, heroes do move around a bit in battle - particularly if they come under attack so they often do get a couple of good uses out of it.
Depending on your build, that should be enough. My Rit usually has SoS, Bloodsong, Painful Bond, Spirit Siphon and then some Restoration stuff thrown in. If I'm on a physical then there'll be Splinter Weapon as well.
Renewing Surge is a waste of a slot. It's 3 energy every 15 seconds (0.6 pips).
If you're pushed for energy, you're better off taking the Necro henchmen for Blood Ritual.

Spirit siphon is still strong enough to be worth using, but it's not even close to soul reaping. Take alot of damage and resto rits will have trouble keeping up, put barbs spam on their bar instead and they will have trouble as well.

My Heroes seem to use it well enough in the middle of battle, but will SPAM it once there are no enemies nearby (and as long as a spirit is in range). It's really quite irritating, especially since the sound is very distinguishable.

The main problem is really lack of usage - often they stay with 10 or less energy and don't cast the skill, I force usage and up to near full energy (so it wasn't a problem of low energy spirits).
