How do I get into Lion's Arch Keep

There are four different dialogues you must witness at the Shining Blade Camp in the south-west corner of Talmark Wilderness. After each dialogue you will have to leave the Talmark Wilderness and then return (going in and out a portal works) to witness the next bit of dialogue.
There isn't anyone to click on and talk to directly, it happens as speech bubbles above the NPCs' heads. After the final conversation you should be allowed into Lion's Arch Keep.

Step 2, of the walkthrough, should be to talk to Chark and see the talking rat trial. Then go to Talmark and endure all the dialogues.
