A Little Help From Above - Mantle Deserter

Thought the mission was bugged - got the key, wiped everything in Shaemore ( even the group behind the locked gate)... and the quest log still said 1 of 10 remaining.

But there was a lone mantle deserter, way out of town, hiding by the lake with soiled underwear. Worth checking around outside town, if the mission appears to bug out.

Happened to me too.

I wiped the village and all mobs, even the ones outside both ends, and still one group remaining flashed on my quest dialogue box. I looked behind me, and a random Jade Armor seemingly spawned, he was at the top, patrolling on his own, where I specifically wiped that area, killing the boss and all.

Was extremely weird and quite frustrating for a while.
