So can some one give me some examples of weapons and armor these apply too?
* Shield set and 40/40 communing set (for Dulled Weapon).
* A 10/10 wand and focus for all attributes (for Summon Spirits).

Just get any communing wand and offhand and add the relevant inscriptions/mods.
Never heard of 10/10, but the inscription is possible "Let the Memory Live Again" Halves skill recharge of spells (10%)

I'm not sure I understand your question, perhaps you need to rephrase it?
If you're asking which weapons you need to make up those weapon sets, then...
A 40/40 communing set would be a wand and focus with the Communing attribute and HCT/HSR 20% mods on both. A cheap example would be the communing wand and focus obtained from the weapon crafter Telamon at Leviathan Pits.
I'm not aware of any crafter for the 10/10 items (and I wouldn't bother with it for PvE) but many greens would fit the bill (Kaolin Wand, Stygian Scepter, Droknar's Spawning Scepter and Droknar's Spawning Focus) or grab some inscribable weapons and mod them yourself.
As for the shields, max shields with +30 health and +10 armor vs various damage types.

The 10/10 item set is just for a single skill that already has a 5 second recharge (summon spirits), in PvE I wouldn't even bother switching weapon sets. Lazy I guess.
As for prices on a 40/40 set... the crafter I linked charges 5k + materials for each item, so 10k, 156 hides, 40 bones and 50 glittering dust for the set.
The inscription needed to mod a gold focus item for a40/40 set regularly sells for more than 25k by itself, the crafter is likely to be your cheapest option, followed by green weapons bought from players.

A) how much would the 40/40 set cost if i were to buy it off people?
B) at the end of EOTN you get a key for the character that defeats the end boss. does defeating the end boss more then once with said character give you a key every time?
example Player A defeats the end boss of EOTN and gets a key he chooses a weapon, he then beats it again does he get another key?

Each char can only get one key for defeating the endgame, if you go again you wont have another.
But you can have a new char do it and have another key.

Honestly, for the build you linked I'd just use a spear/shield set with +30hp on the spear and +30hp or +45hp/enchanted on the shield, and not bother with the HCT and HSR mods. They are pretty useless because you are only using 3 spells.

However, I would use a high energy staff instead of a spear & shield - unless, ofc, you want the latest leet-geek look - but, any req staff with Insightful head (+5e), a Hale & Hearty inscription (+5e^50) and either +5 armor or +30 health wrapping will do.

The build is from February and it's for PvE as it has a PvE skill, unless you're referring to some other build.

I think it is overkill for pve to switch weapons. You can kinda understand what they are talking about when you read the build description, but if you are in that much trouble you need a couple extra seconds in pve, you are doing something wrong.
