My friend and I were gonna pick up Guild Wars and play together.
I wanted to play a Paragon, and he was interested in a Necromancer.
Is it possible for us to play together? How long will we have to wait until one of us can switch campaigns to join the other?

yes you both will need to make sure to start in the same campaign, being nightfall.

Both of you will have to start in Nightfall, the third campaign - which is the only campaign a Paragon can be made, a Necromancer being the core 6 professions can start in any.
Seperately you'll have to get through the tutorial quest with the NPC Kormir (which is very easy ). But within 5 mins of creating your characters, you'll end end in a mission outpost called Chahbek Village, which in that outpost you can join up with your friend and carry on the rest of the starter island and throughout the campaign.

Or, to put it another way - if you both buy the same campaign or the Trilogy/Complete Collection, you can start out together immediately.
You will need the Nightfall campaign to start a Paragon, but you can start a Necromancer in any campaign, so in that case you should both start in Nightfall.
If one of you starts in Nightfall and the other starts in Prophecies or Factions, you won't be able to play together until one of you gets to a major port town - Lion's Arch (Prophecies), Consulate Docks (Nightfall), or Kaineng Center (Factions).
In order to play together in any campaign, you both need to own that campaign.
