It's not a glitch and it's best function is fast degen suicide or under Armor of Sanctuary for sacing health.
5-10k at best.
It's unusual to have double degen but their never in demand. There are +10-15% damage -1 health degen inheritance and the vamp mod. To top that off, weapons like these do drop and there is also are double energy degen weapons too.
The only person that would use this would be a tank, using -2 health degen to hold aggro better, but tanking doesn't work well in GW anyways.
